Legal Regime of Hemp in Ukraine

History

Soviet Ukraine was one of the largest hemp producers, and until the 1950s, its cultivation covered over 150,000 hectares. Hemp was not widely used as a recreational drug; the majority of the cultivated hemp was used for oil and fiber.

Legal Enforcement

According to Article 106-2 of the Administrative Offenses Code of Ukraine, growing (without the intention to sell) up to 10 hemp plants is considered an administrative offense, resulting in fines and plant confiscation. More serious violations related to the production, sale, or possession of narcotics can lead to criminal penalties.

Hemp Freedom March, 2017

In 2017, the Hemp Freedom March took place in front of the Government Building of Ukraine, where activists advocated for hemp legalization.

Process of Legalizing Medical Hemp in Ukraine, 2019

In January 2019, the Ukrainian Association of Medical Cannabis launched a petition on the Verkhovna Rada's website, calling for the legalization of medical hemp. The petition received support and was registered in the Verkhovna Rada.
